ACS has supported many assessment programs in the development of brand new item sets, psychometric review and revison of existing items sets, and in the construction of updated test forms for their test-taking population.

Item and Test Development

ACS has assisted a wide variety of clients in the credentialing community in the development of new items or in a revision of existing item banks. ACS has worked with U.S. based and international credentialing boards to complete psychometric analyses of their existing items, identified needs for new items, and then facilitated workshops with subject-matter-experts who were trained in item writing principles and who subsequently completed the updating of their item bank. ACS has also a number of medical credentialing boards where ACS trained subject-matter-experts in the development and revision of performance examinations to assess dentists’ clinical judgment and skills.

Standard Setting

For almost all assessment programs, the identification of cut or passing scores is one of the most critical decisions to be made about the program. In credentialing, the cut score determines who gets to be classified as passing and is able to proceed and enter their chosen profession. In education, the cut scores classify students into performance levels, which direct impacts on the students as well as the teachers, schools and districts.

ACS has worked with multiple U.S. state departments of education to review their statewide assessment programs and identify a series of cut scores to be implemented with their programs. In credentialing, we have partnered with large scale national organizations, as well as lower volume partners, to set passing scores for their assessments. These sessions have included in-person, virtual, and hybrid workshops as we work with our partners to meet their specific program needs.

Alignment

ACS has partnered with multiple testing agencies and state departments of education to complete alignment studies focused on the alignment of their tests to their state learning learning standards. In all of these activities, ACS completes alignment activities that are consistent with industry best practices and expectations for alignment results. ACS has managed both in person and virtual workshops for the completion of these projects, with some projects following a hybrid model that has allowed all work to be completed in a manner that minimizes the required time for the panelists in the study. Multiple states have used the alignment technical reports within their peer review submission to the U.S. Department of Education.
