Assessment Specialist

Russ joined ACS in 2019 after serving as a secondary mathematics consultant and accountability director at the Nevada Department of Education (NDE) where he was responsible for the design, development, and operation of the state’s school accountability systems. As director of accountability, Russ led the collection and reporting of the state’s education data including the Nevada Report Card, EdFacts, and the Nevada School Performance Framework (NSPF). He served as an internal evaluator on numerous legislated, large-scale grant funded initiatives and was a member of the eighth grade Mathematics Standing Committee for NAEP.

Russ’s work at ACS has involved all phases of the exam development process for licensing and credentialing clients to include job analysis, exam specification development, item writing, test form construction, standard setting, and performance evaluations of developed content. He has experience in curriculum development for assessment-based certificates and works on education projects that range from statistical analyses and program evaluation to individual score reporting and examination results reporting. Other education-related experience includes leadership in state-level K-12 alignment studies and standard settings.

Russ is a United States Army veteran who holds a B.S. in Mathematics from the University of Nevada, Reno and two M.Ed. degrees, most recently in Measurement, Evaluation, Statistics, and Assessment from the University of Illinois at Chicago.

He lives in Reno, Nevada with his wife and daughter and can often be found on a trail or lake in the nearby Sierra Nevada Mountains. Russ enjoys competing in long-distance running events and is an avid woodworker who designs and builds furniture.
